CITY COUNCIL MINUTES
Regular Meeting
May 18, 2026
1. Call to Order. City Administrator Ramirez called the meeting to order at 7:02 p.m.
on May 18, 2026.
2. Pledge of Allegiance. City Administrator Ramirez led all in the Pledge of
Allegiance.
City Administrator stated that Mayor Bovey is unable to attend but asked if Alderwoman
Alcantar-Garcia can act as Acting Chair.
Alderman Dimas made a motion to approve Alderwoman Alcantar-Garcia as Acting
Chair, seconded by Alderwoman Hernandez.
Voting Aye by Voice Vote: Beebe, Alcantar-Garcia, Stout, Dimas, Sheahan, Birch
Ferguson, Carreto-Mufioz, Hernandez, Morano, Swiatek, and Avifia Soto. Motion
carried.
3. Roll Call and Establishment of a Quorum.
Roll call found Dan Beebe, Julieta Alcantar-Garcia, Rebecca Stout, Sandy Dimas,
Jayme Sheahan, Melissa Birch Ferguson, Denise Carreto-Mufoz, Tracey Hernandez,
Joseph C. Morano, Christopher Swiatek, and Carlos Avifia Soto were present.
Aldermen Sergio Santiago, John Smith, Jr., and Matthew Myers were absent.
Also in attendance City Administrator Viviana Ramirez, Assistant City Administrator Tia
Messino, Business & Community Relations Director Kelley Chrisse, Interim Community
Development Director John Sterrett, Chief of Police Colin Fleury, Director of Public
Works Mehul Patel and Attorney Mark Heinle.
4. Public Participation.
Proclamations: Recognizing May as Mental Health Awareness Month and West
Chicago Historic Preservation Month
Acting Chair Alcantar-Garcia read the proclamations.
Chair Barbara Laimins spoke about mental health. Winfield Township Supervisor
Sheila Rutledge was also present.
5. Discussion and Possible Action to Approve the City Council Meeting Minutes
of May 4, 2026.
Alderman Swiatek made a motion to approve the City Council Meeting Minutes of May
4, 2026, seconded by Alderman Avifia Soto.
Voting Aye by Voice Vote: Beebe, Alcantar-Garcia, Stout, Dimas, Sheahan, Birch
Ferguson, Carreto-Mufioz, Hernandez, Morano, Swiatek, and Avifia Soto. Motion
carried.
6. Discussion and Possible Action to Approve the Corporate Disbursement
Report.
Alderman Dimas made a motion approving the May 18, 2026, Corporate Disbursement
Report in the amount of $1,704,860.87, seconded by Alderman Swiatek.
Voting Aye by Roll Call: Beebe, Alcantar-Garcia, Stout, Dimas, Sheahan, Birch
Ferguson, Carreto-Murioz, Hernandez, Morano, and Swiatek. Abstained: Avifia Soto.
Motion carried.

7. The Reading of the Proposed Consent Agenda:
*Infrastructure Committee:
A.
Approve — Change Order No. 2 for the Purchase of One 2025 Ford F59
Chassis with a Step Van Body Equipped by Sauber Manufacturing from
Haggerty Ford of West Chicago, Illinois, in an amount not to exceed
$8,500.00 for a revised total contract amount not to exceed $170,018.00.
Approve — The Purchase of One 2026 Freightliner 114SD Tandem Axle
Cab and Chassis from Trans Chicago Truck Group for $153,902.00 and
Sewer Cleaning Truck for $417,044.81 from the Brown Equipment
Company for a total cost not to exceed $570,946.81.
Approve — The Purchase and Delivery of up to 2,704 tons of salt, at the
price of $200,988.32, from Compass Minerals America, Inc. of Overland
Park, Kansas, under the DuPage County Road Salt Joint Purchasing
Program for the 2026-2027 winter season.
Ordinance No. 26-O-0008 — An Ordinance Authorizing the Disposal or
Sale of Surplus Equipment, Stock Inventory, and/or Personal Property
Owned by the City of West Chicago.
Resolution No. 26-R-0035 — A Resolution Authorizing the Mayor to
Execute a Change Order No. 2 with Independent Mechanical Industries
of Elk Grove, Village, Illinois, for the AZO Phosphorus Removal Project
at the West Chicago/Winfield Wastewater Authority Regional
Wastewater Treatment Plant in a credit of $11,447.00 for a final contract
amount not to exceed $5,109,353.00.
Resolution No. 26-R-0036 — A Resolution Authorizing the Mayor to
Execute an Agreement with Stantec of Washington DC, for the 2026
Water and Sewer Rate Study in the amount not to exceed $128,344.00.
Resolution No. 26-R-0038 — A Resolution Authorizing the Mayor to
Execute a Change Order No. 1 with Crystal Maintenance Plus
Corporation of Mount Prospect, Illinois, for 2026 Janitorial Services for
Municipal Buildings, in an amount not to exceed $850.00 for a revised
not to exceed contract amount of $72,370.00.
Resolution No. 26-R-0039 — A Resolution Authorizing the Mayor to
Award a Construction Contract for Base Bid in an amount not to exceed
$460,844.50 and Reject Alternate 1 and Alternate 2 to Grove Masonry
Maintenance, Inc. of Alsip, Illinois for the City Museum Masonry
Rehabilitation Project at 132 Main Street.
Approve — The Rejection of All Bids and Rebid the York Avenue and
Streets Rehabilitation Project in Summer 2026 to Receive Bids that better
align with the FY 2026 Budget.

Resolution No. 26-R-0042 - A Resolution Authorizing the Execution of
an Intergovernmental Agreement Between the City of West Chicago and
the County of DuPage for Intersection Improvements at Fabyan Parkway
and Poorman Parkway.
Resolution No. 26-R-0043 — A Resolution Authorizing the Execution of
a First Amendment to Development Agreement with 1300 Roosevelt
Investors, LLC Related to Intersection Improvements at Fabyan Parkway
and Poorman Parkway.

8. Motion to Establish the Consent Agenda:
Alderman Dimas requested Items 7.F. and 7.J. be pulled.
Alderman Morano requested to postpone Item 7.K. indefinitely, seconded by Alderman
Dimas.
Voting Aye by Voice Vote: Beebe, Alcantar-Garcia, Stout, Dimas, Sheahan, Carreto-
Mufioz, Hernandez, Morano, and Swiatek. Motion carried.
Alderman Stout made a motion to establish the consent agenda to include Items 7.A. to
7.E., 7.G. to 7.1., 7.L. to 7.N., seconded by Alderman Swiatek.
Voting Aye by Roll Call: Beebe, Alcantar-Garcia, Stout, Dimas, Sheahan, Carreto-
Mufioz, Hernandez, Morano, and Swiatek. Motion carried.
9. Motion to Approve Items on the Established Consent Agenda:
Alderman Stout made a motion to approve Items 7.A. to 7.E., 7.G. to 7.1., and 7.L. to
7.N., seconded by Alderman Swiatek.
Voting Aye by Roll Call: Beebe, Alcantar-Garcia, Stout, Dimas, Sheahan, Carreto-
Mufioz, Hernandez, Morano, and Swiatek. Motion carried.
10. Consideration of Items Removed from the Consent Agenda:
Public Works Director Mehul Patel made a presentation regarding what the water and
sewer rate study covers and why it’s being done.
Alderman Swiatek made a motion to approve Items 7.F., seconded by Alderman Avina
Soto.
Voting Aye by Roll Call: Beebe, Alcantar-Garcia, Stout, Dimas, Sheahan, Carreto-
Mufioz, Hernandez, Morano, and Swiatek. Motion carried.
Business & Community Relations Director Kelley Chrisse spoke regarding the
intergovernmental agreement. This agreement has to be approved by the county as
well.
Alderman Dimas made a motion to approve Item 7.J. with the amendment of adding a
subsection 5.C., seconded by Alderman Stout.
Voting Aye by Roll Call: Beebe, Alcantar-Garcia, Stout, Dimas, Sheahan, Carreto-
Mufioz, Hernandez, Morano, and Swiatek. Motion carried.

Alderman Swiatek mentioned the June 6" recycling event. He thanked staff for the
wonderful Blooming Fest event. He said the Environmental Commission handed out
many things.
Alderman Beebe mentioned the first Mosaic Market on June 4".
Acting Chair Alcantar-Garcia mentioned Big Boy on June 3", 9:00 a.m. to 3:00 p.m.
15. Mayor’s Comments.
Acting Chair Alcantar-Garcia mentioned the Community Park Session on Wednesday,
May 20th 2-5 p.m. at 800 Weyrauch Street. There will be two sessions: 2:15 p.m. and
4:00 p.m. She also mentioned the Memorial Day service sponsored by the VFW Post at
10:00 a.m. at Oakwood Cemetery. A full schedule of community events is inside the
library summer guide. The America 250 Parade deadline to participate is Sunday, May
24' for more information visit the Chamber's website.
16. Adjournment
At 8:03 p.m., Alderman Stout made a motion to adjourn, which was seconded by
Alderman Dimas.

Mufioz, Hernandez, Morano, Swiatek, Avifia Soto. Motion carried.
