                            MINUTES

                      PUBLIC AFFAIRS COMMITTEE

                          Monday, April 20, 2026, 6:15 P.M.

1.      Call to Order, Roll Call, and Establishment of a Quorum.

       Chairman Smith called the meeting to order at 6:15pm.  Roll Call found Alderman Alcántar-
        Garcia, Aviña-Soto, Morano and Santiago.

       Alderman Birch-Ferguson and Carreto-Muñoz were not present.

2.     Approval of Minutes.

       A.     Public Affairs Committee Minutes of March 16, 2026.   Alderman Morano made a
       motion, seconded by Alderman Santiago  to approve  the minutes  of  the Public  Affairs
       Committee. Voting Aye: Chairman Smith, Alcántar-Garcia, Aviña-Soto, Morano and Santiago.
       Voting Nay: 0. Abstain: 0. Motion carried.

3.      Public Participation / Presentations.

4.     Items for Consent.

       A.     Resolution No. 26-R-0033 - A Resolution Authorizing the Mayor to Execute a Contract
       with W.A. Management, Inc. for Tall Grass and Weed Cutting Services. Alderman Morano made
       a motion, seconded by Alderman Aviña-Soto to direct this item to City Council for approval.
       Voting Aye: Chairman Smith, Alcántar-Garcia, Aviña-Soto and Morano. Voting Nay: 1. Abstain:
         0. Motion carried.

       B.     Hello Summer Special Event Permit  - June 13. Alderman Morano made a motion,
       seconded by Alderman Aviña-Soto to direct this item to City Council for approval. Voting Aye:
       Chairman Smith, Alcántar-Garcia, Aviña-Soto, Morano and Santiago. Voting Nay: 0. Abstain: 0.
       Motion carried.

       C.     Railroad Days Special Event Permit - June 18-21. Alderman Morano made a motion,
       seconded by Alderman Aviña-Soto to direct this item to City Council for approval. Voting Aye:
       Chairman Smith, Alcántar-Garcia, Aviña-Soto, Morano and Santiago. Voting Nay: 0. Abstain: 0.
       Motion carried.

       D.     America 250 Parade Special Event Permit - July 5. Alderman Morano made a motion,
       seconded by Alderman Aviña-Soto to direct this item to City Council for approval. Voting Aye:
       Chairman Smith, Alcántar-Garcia, Aviña-Soto, Morano and Santiago. Voting Nay: 0. Abstain: 0.
       Motion carried.

        E.     Taco & Art Fest Special Event Permit - July 25. Alderman Morano made a motion,
       seconded by Alderman Aviña-Soto to direct this item to City Council for approval. Voting Aye:
       Chairman Smith, Alcántar-Garcia, Aviña-Soto, Morano and Santiago. Voting Nay: 0. Abstain: 0.
       Motion carried.

        F.      Battle of the Bands Special Event Permit - August 15. Alderman Morano made a motion,
       seconded by Alderman Aviña-Soto to direct this item to City Council for approval. Voting Aye:
       Chairman Smith, Alcántar-Garcia, Aviña-Soto, Morano and Santiago. Voting Nay: 0. Abstain: 0.
       Motion carried.

       G.     Resolution No. 26-R-0034  - A  Resolution  Authorizing  the Mayor  to Execute a
       Sponsorship Agreement with the West Chicago Parks Foundation for the "WeGo Full Steam
      Ahead" Public Art Initiative in an Amount Not to Exceed $5,000.00 and Authorizing the Use of
        Public Property for Sculpture Installation. Alderman Morano made a motion, seconded by
       Alderman Aviña-Soto to direct this item to City Council for approval. Voting Aye: Chairman
       Smith, Alcántar-Garcia, Aviña-Soto, Morano and Santiago. Voting Nay: 0. Abstain: 0. Motion
         carried.

5.     Items for Discussion and Possible Action.

       A. One-Way Sign on Kenwood Street at Pioneer School. Chief Fleury and Commander Reavley
       gave a presentation on the pros and cons of changing Kenwood Ave, which is a residential street,
        to a one-way. Garbage picking, mail service and emergency vehicles would be highly disruptive.
      The cons outweigh the pros.

       A.    West Chicago Police Department Monthly Report.

9.     Adjournment. Alderman Morano made a motion to adjourn, seconded by Alderman Santiago.
      The motion was approved by voice vote, and the meeting adjourned at approximately 6:53pm.
