Supporting activities throughout the community will include restaurant and business promotions, walking tours, scavenger hunts, family activities, limited food vendors, and historical entertainment. Event parking will be dispersed throughout the community with shuttle service operating between parking areas, the event site, downtown West Chicago, and other destinations. Temporary traffic modifications, including closure of the Wilson Avenue bridge to general vehicular traffic, will be implemented to support public safety and event operations. The City will coordinate traffic management, parking, shuttles, public safety, and operational logistics in partnership with Union Pacific Railroad and applicable public safety agencies. The Special Event Permit Application has been reviewed and approved by staff from the Police, Public Works, Community Development Department, and Business & Community Relations Department as well as the West Chicago Fire Protection District. This nationally significant event is anticipated to draw large crowds from throughout the Chicago region and beyond. The event celebrates West Chicago’s identity as Illinois’ first railroad community and coincides with broader America 250 activities and local railroad heritage programming. The City of West Chicago, in partnership with Union Pacific Railroad and applicable public safety agencies, will coordinate traffic management, parking operations, shuttle services, crowd management, public safety coordination, sanitation services, barricading, and overall event logistics related to the event. The Wilson Avenue bridge will be closed to general vehicular traffic, with the exception of shuttle vehicles and authorized traffic, from June 2 at 2:00 p.m. through June 4 at 10:00 a.m. (subject to change). Tuesday, June 2, 2026 – Arrival Event Big Boy No. 4014 is expected to arrive in West Chicago between approximately 4:00 p.m. and 4:30 p.m. (subject to change). Large crowds are anticipated throughout the evening arrival period. Visitors are expected to congregate near the Wilson Avenue bridge, the Metra station area, along the Illinois Prairie Path, and within designated viewing areas surrounding the event site. To accommodate anticipated attendance, designated event parking areas will be established throughout the community. Limited shuttle service will operate between select parking areas, the event site at 335 Spencer Street, and other areas of the community. Wednesday, June 3, 2026 – Public Display Event Big Boy No. 4014 will be on public display from 9:00 a.m. through 3:00 p.m. The locomotive will be visible from the West Chicago Metra station platform, the Illinois Prairie Path, and designated public viewing areas. In addition to activities taking place at the primary event site, the City will organize supporting community activities intended to encourage visitors to explore the downtown and broader community. Retail Theft • #2600712: A male suspect entered Walgreens (125 N. Neltnor Blvd.) and concealed 43 boxes of Claritin—valued at $1,444.50—in his coat pocket. A tow truck driver used a fraudulent bill of lading to gain access to the property and transport the vehicle to a residence on S. Laporte in Chicago. • #2600610: A semi-tractor was stolen from a lot in the 1700 block of N. Harvester Rd. The vehicle was later recovered in Plainfield, IL. Delivery Container Theft • #2600620: A trailer containing 1,280 deck boxes (valued at $55,000) was stolen from a business in the 700 block of Discovery Dr. Surveillance footage shows a tractor-trailer hooking up to the trailer and exiting the lot. Using GPS tracking, WCPD detectives located the trailer and its cargo in Plainfield. The investigation is ongoing. Theft • #2600596: A package valued at $125 was stolen from an apartment doorstep in the 400 block of Carriage Dr. The victim received a delivery confirmation photo, but the package was gone when she went to retrieve it. Fraud • #2600612: A victim was scammed out of $1,300 via Facebook Messenger regarding a fraudulent house rental on James Ave. After the victim refused to pay an additional $4,300, the suspects blocked him. The actual homeowner confirmed he did not know the individuals. A juvenile neighbor, who had entered the house to try to diffuse the situation, remained inside with him. After several hours of negotiation involving SWAT and Crisis teams, both individuals exited safely. Officers recovered the firearm during a search of the residence. The suspect was charged with Possession of a Firearm without a valid FOID card and transported to DuPage County Jail. #2600550: High-Speed Pursuit (800 block of Lincoln Ave) On April 2nd, police responded to a report of a driver flashing a gun at a person walking a dog. The suspect fled at speeds of up to 100 mph, eventually striking another vehicle while attempting to evade arrest. Wheaton Police successfully used spike strips to stop the car. Officers found a loaded 9mm handgun inside. The driver was charged with Aggravated Fleeing and Eluding and Aggravated Unlawful Use of a Weapon. A juvenile passenger was released to a parent. #2600583: Attempted Armed Robbery & Crash (100 block of Galena St) On April 9th, a suspect attempted to steal a victim's phone at gunpoint. The victim captured a photo of the armed suspect before the offender fled in a pickup truck. During a high-speed chase, the suspect hit three cars and a telephone pole. After resisting arrest (requiring the use of tasers and pepper balls), he was taken into custody. The suspect admitted to the robbery attempt and a separate shooting incident on April 4th. Charges include Attempted Armed Robbery, Unlawful Possession of a Weapon by a Felon, and Reckless Discharge of a Firearm. #2600602: Residential Battery (1200 block of Oak St) On April 12th, three women were arrested following a physical altercation inside a residence. The suspects followed a victim into her home to demand car keys, striking her and two other occupants. One suspect also damaged a bedroom door. The suspects were charged with Battery and Criminal Damage to Property, served with trespass notices, and released from custody. #2600611: Vehicle Burglary Sting (Menards, 220 W. North Ave) Following a string of tool thefts from unlocked work vans, detectives used FLOCK camera technology to identify a white Nissan Altima as the suspect's vehicle. On April 13th, detectives observed the suspect enter a van and steal power tools. He was arrested on-site, and the stolen property was recovered. The suspect admitted to multiple thefts at the location. He was charged with three counts of Burglary and transported to DuPage County Jail. 9
