Public Comment - None 3. Approval of the draft March 24, 2026 Meeting Minutes Commissioner Pletcher made a motion, seconded by Commissioner Vigsnes, to approve the March 24, 2026 meeting minutes. With a voice vote of all ayes, the motion carried and the minutes were approved. 5. Certificate of Appropriateness Review A. COA 26-07 – 204 Main Street – Paola Herrera – Façade Renovation Mr. Sterrett stated that t Ismael Carcamo Leon, owner of 204 Main Street in the Turner Junction Historic District, is requesting approval of a façade renovation for the two-story commercial structure. The building was most recently used as a resale shop and the new owner is proposing to convert the building to a restaurant use. The proposed work on the east (Main Street) façade includes removal of the existing windows, entry door, canopy, and sections of the masonry wall. In their place, the owner proposes a flush aluminum storefront system with double-insulated glass and a new entry. The west elevation, located on Turner Court, includes aluminum storefront windows at the upper level, a double door with transom and flanking windows at the lower level, and a painted steel canopy toward the south end. The south elevation, which faces the City-owned open space corridor leading from Main Streat down to Turner Court, is where most of the work is concentrated. At the west end, three window openings are proposed including two at the upper level and one at the lower, each with a steel lintel and limestone sill. A large decorative mosaic panel lit by three pendant-mounted LED wall wash lamps is proposed in the middle of the wall. At the east end, a secondary entry is proposed with a steel canopy above and wall sconces on both sides of the door. The owner is also proposing to remove the existing chimney located on the south elevation. No specs have been submitted yet for the proposed doors and windows. As mentioned, the proposed use of the space is a restaurant. No signage associated with the 475 Main Street T 630.293.2200 Daniel Bovey MAYOR West Chicago, Illinois F 630.293.3028 Viviana Ramirez 60185 westchicago.org CITY ADMINISTRATOR ===== PDF PAGE 3 ===== [Extraction: embedded PDF text] restaurant is proposed as part of this application and any future signage on the building will require a separate Certificate of Appropriateness. The building is Vernacular Commercial, constructed in the late 1910’s, early 1920’s and is contributing to the Turner Junction Historic District, though it is not a candidate for local landmark status. The Commissioners raised concerns about altering the Main Street façade and moving the entryway door to the south of the building. This included removal of the existing etched glass above the doorway. The Commissioners also had concerns about the size of the windows on the rear elevation and that they were being enlarged, which would not have been historically accurate. After a brief discussion related to the color of the window trim, Commissioner Edwards made a motion, seconded by Commissioner Pletcher, to continue the discussion to next month pending these suggested changed.. With a voice vote of five (5) ayes and one (1) no, the motion carried. B. COA 26-08 – 351 E Washington Street – Anthony Saporiti – Fence Installation Mr. Sterrett stated that Anthony Saporiti, owner of the single-family home at 351 East Washington Street in the East Washington Street Historic District, is requesting approval of a Certificate of Appropriateness to install a fence along the north property line of the property and a small segment between the east side of the detached garage and the east property line. The fence proposed along the north property line, which is the rear lot line, will be six (6) feet in height while the small segment will be five (5) feet in height. The applicant does not intend to paint the fence and will leave it natural while the wood dries. The fence may be stained in the future. The home is an L-Form constructed in 1880 and considered to be a contributing structure. No modifications are proposed for the home. After a brief discussion, Commissioner Edwards made a motion, seconded by Commissioner Pletcher, to approve the COA application with the condition that the proposed fence between the garage and the sidewalk match in style with the existing fence. With a voice vote of all ayes the motion carried. C. COA 26-09 – 200 Main Street – West Chicago City Museum – Projecting Sign Mr. Sterrett stated that The West Chicago City Museum is requesting approval of a projecting sign for the City-owned building at 200 Main Street in the Turner Junction Historic District. The space is the temporary location of the City Museum while the Museum building undergoes renovations. The proposed projecting sign is a cast aluminum double-sided wall-mount plaque (model AOP5) reading “West Chicago City Museum,” with raised lettering and border. The sign will be mounted to the brick façade above the entry door. Placement above the door was determined in coordination with City staff to maintain adequate pedestrian clearance, taking into account the existing fire alarm device on the building. No changes to the building façade are proposed beyond the installation of the sign and its mounting bracket. After a brief discussion, Commissioner Edwards made a motion, seconded by Commissioner Christman, to approve the COA application. With a voice vote of all ayes the motion carried. 475 Main Street T 630.293.2200 Daniel Bovey MAYOR West Chicago, Illinois F 630.293.3028 Viviana Ramirez 60185 westchicago.org CITY ADMINISTRATOR ===== PDF PAGE 4 ===== [Extraction: embedded PDF text] 6. Specifically, the Commission expressed reservations about the proposed renovation of the east (Main Street) façade, which the Commission identified as the build- ing’s historic primary elevation; the size and style of the upper-level windows proposed on the west (Turner Court) elevation, which were larger than the existing openings and of a different character; and the door proposed at the lower level of the west elevation. The east (Main Street) façade has been substantially reworked. The previously proposed flush alumi- num storefront system, which would have removed the building’s existing entry and window configura- tion along the historic primary elevation, has been replaced with a more traditional storefront arrange- ment consisting of a central entry door, flanking display windows, and a transom band across the top. The now revised configuration is more consistent with the existing Vernacular Commercial character of the building and retains the storefront expression that the Commission identified as a contributing feature of the Turner Junction Historic District. The west (Turner Court) elevation has been revised in response to both Commission concerns. The three upper-level windows have been reduced in size with the new openings approximately 3′-6″ tall, compared with 5′-2″ in the prior submittal. The lower-level entry door has been modified so it is no longer a single door with a sidelite but instead a double door to reflect the existing style, as was de- sired by the Commission. The south elevation remains consistent with what was originally proposed with the exception of the eastern portion of the building, which no longer contemplates the secondary entry door. Instead, a window is proposed at this portion of the elevation. The central wall mosaic and its three pendant- mounted LED wall wash lamps remain, as are the three window openings (two upper, one lower) at the west end of this elevation. The chimney removal continues to be proposed. Staff notes that the desired changes by the Commission have been made on the plans. ACTION PROPOSED: Consideration of the revised façade renovation of 204 Main Street. ===== PDF PAGE 6 ===== [Extraction: embedded PDF text] = s If" . .., DESIGN J· .,...\ •• 9. 1:1'\I.- !? •·'rV•••04-30-2027 FIRMr1111111,nm\'""''1A..... .. The applicant indicates that the existing second-floor windows and rear doors are in poor condition, with several of the windows allowing significant cold air infiltration and one window described as unstable and posing a potential safety hazard. The applicant states that, due to the overall condition of the second-floor windows, a complete replacement is necessary. The proposed new second-floor windows are described as black aluminum framing with tempered glass. The applicant states that the new windows will maintain the same architectural style and ap- pearance as the existing windows. The rear doors are also proposed to be replaced with black aluminum framing and tempered glass. The applicant describes the new doors as having a more modern commercial appearance. The applicant states that the overall architectural style and character of the building will remain the same and that the work is intended to improve the safety, energy efficiency, and appearance of the property. No product specifications or manufacturer cut sheets of the proposed windows and doors have been submitted with the application at this time. The applicant has submitted photos of the type, color and style of window and door proposed. The building is a Spanish Colonial Revival constructed in the 1910s and contains three separate commercial units. It should be noted that, according to the Historic Districts Property Survey, the build- ing is classified as non-contributing and is not a candidate for local landmark status. ACTION PROPOSED: Consideration of rear window and door replacement at 208-212 Main Street. ===== PDF PAGE 16 ===== [Extraction: OCR (rendered-page OCR)] Project Renovation Letter 208-210-212 Main Street, West Chicago, IL To Whom It May Concern: We are submitting this letter regarding the proposed exterior renovation project for the property located at 208-210-212 Main Street, West Chicago, Illinois. The purpose of this project is to improve the safety, functionality, and overall condition of the building by replacing the existing second-floor windows and rear exterior doors, which are currently in very poor condition. Several of the windows are deteriorated and allowing significant cold air infiltration into the units. In addition, one of the second-floor windows is unstable and at risk of falling, creating a potential safety hazard. Due to the condition of all second-floor windows, a complete replacement is necessary. The new windows will be constructed using black aluminum framing with tempered glass, while maintaining the same architectural style and appearance of the existing windows. The scope of work will include replacing the existing glass and window frames in order to improve the safety, efficiency, and overall appearance of the property. Additionally, the rear doors of the building will be replaced because they are also in poor condition and contribute to air leakage and energy inefficiency. The new rear doors will feature a more modern commercial appearance using black aluminum and tempered glass materials. These improvements are intended to enhance the safety, appearance, and energy efficiency of the property. The overall architectural style and character of the building will remain the same. The project will primarily consist of replacing the existing window glass and frames with new black aluminum framing and tempered glass in order to provide a safer condition and improved appearance for the building. ===== PDF PAGE 17 ===== [Extraction: OCR (rendered-page OCR)] Thank you for your time and consideration.
