Call to Order, Roll Call, and Establishment of a Quorum The meeting was called to order by Chairman Letsche at 6:00p.m. Roll call found Chairman Letsche, and Commissioners Pletcher, Christman, Vigsnes, and Edwards present. Commissioners Andrews and Cavataio were absent. With five members present, a quorum was established. Staff in attendance included Interim Director of Community Development John Sterrett, Director of Business, Director of Business & Community Relations Kelley Chrisse, Chief Building Official Stuart Caravello, and City Museum Director Sara Phalen. 2. Public Comment - None 3. Approval of the draft March 24, 2026 Meeting Minutes Commissioner Pletcher made a motion, seconded by Commissioner Vigsnes, to approve the March 24, 2026 meeting minutes. With a voice vote of all ayes, the motion carried and the minutes were approved. 5. Certificate of Appropriateness Review A. COA 26-07 – 204 Main Street – Paola Herrera – Façade Renovation Mr. Sterrett stated that t Ismael Carcamo Leon, owner of 204 Main Street in the Turner Junction Historic District, is requesting approval of a façade renovation for the two-story commercial structure. The building was most recently used as a resale shop and the new owner is proposing to convert the building to a restaurant use. The proposed work on the east (Main Street) façade includes removal of the existing windows, entry door, canopy, and sections of the masonry wall. In their place, the owner proposes a flush aluminum storefront system with double-insulated glass and a new entry. The west elevation, located on Turner Court, includes aluminum storefront windows at the upper level, a double door with transom and flanking windows at the lower level, and a painted steel canopy toward the south end. The south elevation, which faces the City-owned open space corridor leading from Main Streat down to Turner Court, is where most of the work is concentrated. At the west end, three window openings are proposed including two at the upper level and one at the lower, each with a steel lintel and limestone sill. A large decorative mosaic panel lit by three pendant-mounted LED wall wash lamps is proposed in the middle of the wall. At the east end, a secondary entry is proposed with a steel canopy above and wall sconces on both sides of the door. The owner is also proposing to remove the existing chimney located on the south elevation. No specs have been submitted yet for the proposed doors and windows. As mentioned, the proposed use of the space is a restaurant. The building is Vernacular Commercial, constructed in the late 1910’s, early 1920’s and is contributing to the Turner Junction Historic District, though it is not a candidate for local landmark status. The Commissioners raised concerns about altering the Main Street façade and moving the entryway door to the south of the building. This included removal of the existing etched glass above the doorway. The Commissioners also had concerns about the size of the windows on the rear elevation and that they were being enlarged, which would not have been historically accurate. After a brief discussion related to the color of the window trim, Commissioner Edwards made a motion, seconded by Commissioner Pletcher, to continue the discussion to next month pending these suggested changed.. With a voice vote of five (5) ayes and one (1) no, the motion carried. B. COA 26-08 – 351 E Washington Street – Anthony Saporiti – Fence Installation Mr. Sterrett stated that Anthony Saporiti, owner of the single-family home at 351 East Washington Street in the East Washington Street Historic District, is requesting approval of a Certificate of Appropriateness to install a fence along the north property line of the property and a small segment between the east side of the detached garage and the east property line. The fence proposed along the north property line, which is the rear lot line, will be six (6) feet in height while the small segment will be five (5) feet in height. The applicant does not intend to paint the fence and will leave it natural while the wood dries. The fence may be stained in the future. The home is an L-Form constructed in 1880 and considered to be a contributing structure. No modifications are proposed for the home. After a brief discussion, Commissioner Edwards made a motion, seconded by Commissioner Pletcher, to approve the COA application with the condition that the proposed fence between the garage and the sidewalk match in style with the existing fence. With a voice vote of all ayes the motion carried. C. COA 26-09 – 200 Main Street – West Chicago City Museum – Projecting Sign Mr. Sterrett stated that The West Chicago City Museum is requesting approval of a projecting sign for the City-owned building at 200 Main Street in the Turner Junction Historic District. The space is the temporary location of the City Museum while the Museum building undergoes renovations. The proposed projecting sign is a cast aluminum double-sided wall-mount plaque (model AOP5) reading “West Chicago City Museum,” with raised lettering and border. The sign will be mounted to the brick façade above the entry door. Placement above the door was determined in coordination with City staff to maintain adequate pedestrian clearance, taking into account the existing fire alarm device on the building. No changes to the building façade are proposed beyond the installation of the sign and its mounting bracket. After a brief discussion, Commissioner Edwards made a motion, seconded by Commissioner Christman, to approve the COA application. Preliminary Review None 7. Historic District/Landmark Updates a. West Chicago City Museum Masonry Repair Status – Mr. Sterrett updated on the masonry project for the City Museum and that a bid has been selected with reclaimed brick. This bid will be up for consideration by the City Council next month. b. 2025-2026 Architectural and Historical Survey Update – Mr. Sterrett stated that the historic survey will be completed soon and that the completion was delayed due to weather earlier in the year. 8. Other Business None 9. Adjournment With no further business to discuss, Commissioner Pletcher made a motion, seconded by Commissioner Edwards, to adjourn the meeting.
