Based on the current Lead Service Line Replacement Plan, the City has approximately 797 lead water service lines within the City limits. Staff anticipated completing the LSLR project in multiple phases. For FY2026, two Funding Nomination Forms (FNF) for the loan applications through the Illinois Public Water Supply Loan Program (PWSLP) were submitted to the IEPA. FNF-1 (L17-7215) included 375 LSLR in Phase A at an estimated cost of $7,745,000. FNF-2 (L17-7216) included 321 LSLR in Phase B at an estimated cost of $6,700,000. Neither L17-7215 (200 out of 400) or L17-7216 (145 out of 400) made it to the Intended Funding List (IFL) for the FY2026 as PWSLP funds were exhausted much earlier than expected due to higher demand and increased number of applications. However, L17-7216 was submitted for the Bypass Funds through the PWSLP and funds were granted in the maximum loan amount of $6,700,000 at 0% interest for 30 years, which includes approximately $400,000 in construction engineering services. Please note, funds obtained through Bypass Funding are not eligible for any principal forgiveness. The loan amount was based on very conservative estimate from the engineering team prepared during the early stages of the design. The scope has been refined during the design process including removal of 90 lead service lines from the Project which are now part of the York Ave Area CDBG Project. The final Project scope includes 225 LSLRs within the Project withing the limits as shown in the attached location map. The Project was advertised for bids in the Daily Herald as well as on QuestCDN (an online bidding platform) on March 31, 2026. A mandatory pre-bid meeting was conducted on April 22 ,2026. Four bids were received on May 15, 2026. A summary of the results is included below.
