NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of West Chicago, DuPage County, Illinois, as follows: SECTION 1: That pursuant to 40 ILCS 5/7-135, Brandi Azbill is hereby appointed as the authorized agent to the Illinois Municipal Retirement Fund. SECTION 2: That as the authorized agent, Brandi Azbill shall have the following powers and duties: 1. To certify to the Fund whether or not a given person is authorized to participate in the Fund; 2. To certify to the Fund when a participating employee is on leave of absence authorized by the City; 3. To request the proper office to cause employee contributions to be withheld from earnings and transmitted to the Fund; 4. To request the proper office to cause City contributions to be withheld from earnings and transmitted to the Fund; 5. To forward promptly to all participating employees any communications from the Fund for such employees; 6. To forward promptly to the Fund all applications, claims, reports and other communications delivered to her by the participating employees; 7. To perform all duties related to the administration of this retirement system as requested by the Fund and the governing body of the City; 8. To file a petition for nomination of an executive trustee of the Fund; and 9. To cast the ballot for election of executive trustee of the Fund. RESOLUTION NO. 26-R-0046 A RESOLUTION OF THE CITY OF WEST CHICAGO IN SUPPORT OF PRESERVING MUNICIPAL AUTHORITY OVER HOUSING, LAND USE, AND ZONING DECISIONS WHEREAS, the City of West Chicago is an Illinois municipality with the responsibility to promote the public health, safety, and general welfare of the community through the regulation of land use, density, development standards, infrastructure planning, and orderly community growth; and WHEREAS, the City recognizes the importance of addressing housing affordability and availability in Illinois and supports collaborative efforts to expand housing opportunities in a manner that is responsive to local needs and conditions; and WHEREAS, municipal authority over land use and zoning allows communities to balance housing development with infrastructure capacity, traffic flow, stormwater management, public safety, school impacts, environmental conditions, neighborhood compatibility, and long-term planning goals; and WHEREAS, the City of West Chicago is a diverse community with unique housing, economic development, infrastructure, and redevelopment needs that are best understood through local planning processes and public engagement; and WHEREAS, land use and zoning decisions are appropriately made at the local level by municipal officials who are accountable to residents and familiar with the unique characteristics of the community; and WHEREAS, statewide legislation that imposes uniform land use, density, parking, inspection, or development standards on all municipalities may limit the ability of local governments to address community-specific conditions and may create unintended impacts on infrastructure, neighborhoods, redevelopment areas, and municipal planning priorities; and WHEREAS, the Mayor and City Council of the City of West Chicago find that preserving municipal authority over land use and zoning is essential to maintaining local accountability, community vitality, and orderly growth; and WHEREAS, the City supports continued collaboration among the State of Illinois, municipalities, regional organizations, housing advocates, developers, and other stakeholders to develop practical housing solutions while maintaining meaningful local authority. SECTION 3: The City of West Chicago respectfully encourages the Illinois General Assembly and Governor to consider the perspectives of municipalities and their residents as housing- related policies are developed, and to preserve the autonomy of local governments to make planning and development decisions that best serve their communities.
