Call to Order, Roll Call and Establishment of a Quorum Alderman Dimas called the meeting to order at 6:00 p.m. on May 4, 2026. Roll call found Daniel M. Beebe, Sandy Dimas, Tracey Hernandez, Matthew Myers, Jayme Sheahan, Rebecca Stout and Chris Swiatek present. Absent: None. A quorum was established. Staff in attendance: Assistant City Administrator Tia Messino. 2. Approval of Minutes Special Finance Committee Meeting Minutes of March 16, 2026. Alderman Stout made a motion, seconded by Alderman Swiatek, to approve the Special Finance Committee Meeting minutes of March 16, 2026. FirstComm Renewal Assistant City Administrator, Tia Messino, noted that in 2022 the city switched to First Comm for a VoIP system and by doing so there were savings. Currently staff is looking to do another renewal so that the city can keep the same provider. She noted that there will actually be additional savings with the terms of the new contract. Alderman Myers asked if there are other alternatives other than VoIP. Assistant City Administrator Messino responded that currently the VoIP is the standard and the most effective option. Alderman Stout made a motion, seconded by Alderman Myers to recommend to City Council to pursue this and continue the contract. Assistant City Administrator, Tia Messino, informed the Committee that Monday, next week, the new Finance Director, Brandi, will be starting and we are very excited to have her on our team. Assistant City Administrator Messino also noted that on Tuesday the 12th there will be cake and coffee for employees and elected officials to thank the many employees that are retiring including the Finance Director, Nikki Giles, who’s been with the city for 20 years. 9. COMMITTEE RECOMMENDATION: ===== PDF PAGE 5 ===== [Extraction: embedded PDF text] ORDINANCE NO. 26-O-0010 AN ORDINANCE AMENDING THE ANNUAL BUDGET FOR THE CITY OF WEST CHICAGO, DUPAGE COUNTY, ILLINOIS FOR THE FISCAL YEAR COMMENCING JANUARY 1, 2026 AND ENDING DECEMBER 31, 2026 PASSED AND ADOPTED BY ORDINANCE NO. 25-O-0053 – SECOND QUARTER BUDGET AMENDMENT WHEREAS, the City of West Chicago has heretofore adopted the annual budget procedure provided for in 65 ILCS 5/8-2-9.1 through 5/8-2-9.10; and, WHEREAS, the City of West Chicago has passed Ordinance No. 25-O-0053 passing and adopting the “2026 Proposed Budget” (ANNUAL BUDGET); and, WHEREAS, said Ordinance No. 25-O-0053 was filed with the County Clerk of DuPage County as required by law; and, WHEREAS, the City of West Chicago desires to revise the ANNUAL BUDGET to reallocate funds to the appropriate program areas; and, WHEREAS, 65 ILCS 5/8-2-9.6 provides in part that by a vote of two-thirds of the corporate authorities then holding office, the annual budget of a municipality may be revised by deleting, adding to, changing or creating sub-classes within object classes and object classes themselves, provided no revision increasing the budget shall be made in the event funds are not available to effectuate the purpose of the revision. This endeavor would be in collaboration with Street Soccer USA (SSUSA) and Missionary Athletes International (MAI) to commemorate the 2026 World Cup. The Council directed staff to present the concept of using a portion of the property for futsal fields to the Downtown Revitalization Commission (DRC). Staff presented the concept to the DRC at their May 27th meeting and provided a recommended loca- tion within the West Washington Street site near the southwest corner of the property, behind existing industrial buildings, as shown on the attached aerial. This area is partially in a floodplain and thus less attractive for future redevelopment of the entire site. The location would place the fields on the periph- ery of the site allowing the balance of the property to remain undisturbed for future redevelopment. The location would also allow public street access at the end of N Aurora Street, located off of Wash- ington Street. Parking would be provided by the existing parking lot behind the City-owned 157 W Washington Street building.
