Washington Street. The event is proposed as a community futsal tournament and FIFA World Cup watch party featuring two temporary futsal courts, an inflatable viewing screen, vendor and sponsor areas, seating, and portable restroom facilities. The organizers have indicated that the event is intended to raise awareness and funds for the potential development of permanent futsal courts and a learning center at this location. As part of this request, the organizers are seeking use of City-owned property. Temporary traffic control measures along Washington Street may be required depending on final event logistics and attendance projections. Should traffic control services be requested or deemed necessary, the organizer may contract directly with the West Chicago Police Department for those services and shall be responsible for all associated costs. At its May 4, 2026 meeting, the City Council discussed a proposal to utilize a portion of the City-owned West Washington Street property for futsal fields in collaboration with Street Soccer USA and Missionary Athletes International as part of a broader 2026 World Cup initiative. The Council subsequently directed staff to present the concept to the Downtown Revitalization Commission (DRC). Following discussion at its May 27, 2026 meeting, the DRC recommended approval of the concept with the condition that any future futsal field location be situated as far west on the property as possible to minimize impacts on future redevelopment opportunities. At the June 1, 2026 City Council meeting, a budget amendment was approved transferring $50,000 from the General Fund to the Downtown Revitalization Fund for potential future implementation of the project. Approval of the Special Event Permit would authorize only the temporary use of City property and associated City services necessary to accommodate the event and would not constitute approval of any future partnership, project, funding commitment, or permanent facility. The Special Event Permit Application has been reviewed and approved by staff from the Police, Public Works, Business & Community Relations, and Community Development Departments, as well as the West Chicago Fire Protection District.
