The Homecoming Parade is both a celebration and the culmination of several activities hosted during the Homecoming week by various teams, clubs, and classes. All activities, teams, and student council "classes" are encouraged to build floats and participate in this longstanding Homecoming tradition. In the past, we have been incredibly fortunate to work collaboratively with the West Chicago Police Department, Leman Middle School administration, and Gary Elementary School administration to create a safe parade route that has met all requirements the WCPD has for larger-scale events. The attached map includes our proposed parade route, with each star on the map denoting an intersection that will be staffed either by a District 94 employee and vehicle or a West Chicago Police Officer/ Community Service Officer. The parade will step off from the H entrance of the High School (on its southeast corner, nearest to Joliet St. and Ann St.) and proceed through the streets of West Chicago (see attached map). We will enter and move through the bus lane at Leman Middle School to Hazel Street; proceed east on Hazel Street; turn left on Bishop Street; turn left on Brown Street; and then turn right on Joliet Street heading back to the High School. We have successfully used this route for our three most recent Homecoming Parades and it has proven a reasonably sized, safe, and controlled way for us to move throughout the community. In years past, the police and fire departments have led this parade with their vehicles. We are humbly requesting that they do the same this year, as this has always been an impactful way to announce the parade's commencement and arrival with energy and fanfare. Thank you in advance for your consideration! The subject stated, “I’m giving you a warning, I’ll be there in 15 minutes. I’m going to shoot everyone I see and keep reloading until I’m done.” The caller then hung up. Officers responded and set up a perimeter around the school. School personnel checked the building’s interior for any suspicious objects, and none were located. Investigators checked cars parked in the area. K9 units from the DuPage County Bomb Squad responded to the scene and conducted a sniff around the exterior of the building. The dogs did not alert to anything. Officers had the buses line up and released the students from only three exits staffed by officers. Staff and Andy Frain Security were positioned at the other exits to prevent students from leaving through them. The students exited the building without incident, and officers cleared the scene shortly after. It was learned that the Cleveland, Ohio, police department had received a threat from the same number. Detectives searched law enforcement databases and submitted an emergency request form to Google, obtaining customer information for the phone number the call to the high school came from. Additional suspect information was developed. As the suspect is in Florida, detectives contacted the Federal Bureau of Investigation and turned the information over to them for possible investigation and prosecution. 8 ===== PDF PAGE 64 ===== [Extraction: embedded PDF text] Item #8.A. Officer Activities On May 2nd, Officers La Porta, Schoonhoven, and Schane responded to a call regarding criminal damage to a motor vehicle in the 400 block of Fremont Street. Upon arrival, the complainant explained that he discovered vandalism on two family vehicles parked near his garage. Both a Chevy and a GMC sustained heavily smashed windshields—featuring impact marks consistent with a baseball bat—as well as broken side mirrors. A garage security camera captured the entire incident, showing a gray Toyota Corolla stop in the alleyway. Two male suspects exited the vehicle. The passenger, carrying a red baseball bat, struck the Chevy's windshield and driver-side mirror multiple times. The driver then took the bat and used it to smash the GMC's windshield and passenger-side mirror before both suspects fled northbound in the Corolla. The video clearly showed the suspects' attire. The passenger wore a black hooded sweater and dark jeans, while the driver wore a black hooded sweater with a white "Snap-on" logo on the back, blue jeans, and white Nike Air Force 1 shoes. Utilizing this information, Officer Schoonhoven used the Flock license plate reader system to identify a matching gray Toyota Corolla, which provided investigators with the vehicle's registration number and the owner's address on Kings Court. Officers located the matching Toyota Corolla parked at the Kings Court address and spoke with the registered owner. She stated that she rents a room to a tenant named Rosa, who allows a specific individual to drive the vehicle. The owner confirmed that the individual had used her car earlier that day, but was unsure whether he had returned it. With the owner's permission, a family member opened the tenant's bedroom door, where officers discovered the suspect sleeping on the floor. Lying next to him were the exact clothes worn by the driver in the security footage: the black sweater with the white Snap-on logo and the white Nike shoes. The suspect was arrested and transported to the police station. After being read his Miranda rights, he confessed to damaging the vehicles alongside a friend. He stated they targeted the property because a resident at the Fremont Street address had been speaking disparagingly about their deceased friend. The DuPage County State’s Attorney’s Office reviewed the case and approved a Class 4 felony charge of Criminal Damage to Property, as well as a charge of Mob Action. The suspect was processed, fingerprinted, photographed, and subsequently released on his own recognizance. 11 ===== PDF PAGE 67 ===== [Extraction: embedded PDF text] Item #8.A. On May 14th, Officers Schiever, Solis, Chassagne, and Rigler responded to a vehicle burglary call in the 200 block of Parker Avenue. Officer Solis was the first to arrive and located the suspect standing in the driveway, detained by the complainant and his brothers. The suspect was immediately taken into police custody. The complainant explained that he was in his bedroom when he heard a car horn honk. Looking out his second-story window, he saw the suspect inside his red Equinox. The complainant went down to the driveway and confronted the suspect, who then stopped ransacking the vehicle and stepped out. The complainant then called 911, resulting in the officers' quick arrival. The suspect was transported to the police station, read his Miranda rights, and interviewed. During the interview, he admitted to entering the vehicle on Parker Avenue to see what he could find inside. He stated he had already taken $7.00 and a key fob before the resident confronted him and forced him out of the vehicle. The DuPage County State’s Attorney’s Office approved a charge of Burglary without Causing Damage. Additionally, officers discovered the suspect was wanted on two active warrants: a traffic warrant out of Kendall County with a peace bond and a Criminal Damage to Property warrant out of DuPage County. The suspect was fingerprinted, photographed, and transported to the DuPage County Jail. 12
