Call to Order Establish a Quorum a. Dave Shah, Staff Liaison, called the meeting to order at 4:11 P.M. b. Members in attendance included Co-Chair Allen Rodriguez, Commissioner Bob Blaus, Commissioner Victoria Burris, Commissioner David Carlson, and. Commissioner Tyler Kesler. c. Aldermanic liaison present included Alderman Christopher Swiatek. d. Staff liaison present included Assistant Director of Public Works, Dave Shah. e. Chair Nazree Williams arrived after roll call at 4:13 P.M., and Commissioner Matt McClure arrived after roll call at 4:45 P.M.. 2. Approval of Minutes a. Environmental Commission Meeting Minutes of April 15, 2026 i. Carlson made a motion, seconded by Blaus, to approve the Meeting Minutes. 1. Blooming Fest Event – May 16, 2026, 9:00 AM – 3:00 PM 1. Location: Downtown West Chicago 2. Bareroot packaging – May 15, 2026, 4:00 PM, Water Treatment Plant Discussion: After discussion with Chair Williams, Shah suggested that each Commissioner be assigned a specific focus at the event (e.g., rain barrels, bareroots, Community Survey). Rodriguez suggested rotating the tasks throughout the day to give Commissioners some variety. ii. Recycling Extravaganza & Rain Barrel Pick-Up – June 6, 2026, 9:00 AM – 12:00 PM 1. Location: West Chicago Metra Station Parking Lot 2. Final Event Flyer Discussion: Shah shared that 13 rain barrels have been ordered to date and that copies of the event flyer would be available for distribution at Blooming Fest. Other Business a. Community Survey questions needed for Blooming Fest Discussion: Commissioners discussed proposed questions for the Community Survey, including Kesler’s suggestion to include a question regarding air pollution. Commissioners agreed to include a question regarding stormwater pollution. Shah noted that part of the intent of a new Community Survey was to gauge residents’ concerns regarding plastic bags. Commissioners believed that education and outreach would be more effective regarding single-use plastic bags and decided not to include the topic in the Community Survey. Commissioners finalized the questions for the Community Survey. b. Blooming Fest Information, Parking, Set Up, Flyers, F.O.G. Promo, etc. Discussion: Shah reviewed the event layout and parking access for Blooming Fest. c. Committee Liaison Updates Discussion: Kesler attended the April 27 Downtown Revitalization Committee meeting, which primarily consisted of a walking tour with consultants. He reported that public participation was strong, with several business owners providing comments. Discussion focused on identifying the issues the revitalization effort is intended to address, defining what a revitalized downtown should feel like, and establishing the boundaries of the downtown area to be included in the effort. Carlson noted that the Development Committee did not meet and therefore had no update. 7. Upcoming Commission Meetings a. June 18, 2026, 6:00 PM, City Hall b. July 16, 2026: 6:00 PM, City Hall 8. Adjournment a. At 5:15 P.M., Rodriguez made a motion to adjourn, and Carlson seconded the motion. The motion was unanimously approved by voice vote.
