MEETING MINUTES 
 
ENVIRONMENTAL COMMISSION 
June 18, 2026, 6:00 P.M. 
 
1. Call to Order & Establish a Quorum 
a. Dave Shah, Staff Liaison, called the meeting to order at 6:03 P.M. 
b. Members in attendance included Chair Nazree Williams, Co-Chair Allen 
Rodriguez, Commissioner Bob Blaus, Commissioner Victoria Burris, 
Commissioner David Carlson, Commissioner Tyler Kesler, and Commissioner 
Matt McClure. 
c. Aldermanic liaison present included Alderman Christopher Swiatek. 
d. Staff liaison present included Assistant Director of Public Works, Dave Shah. 
 
2. Approval of Minutes 
a. Environmental Commission Meeting Minutes of May 15, 2026 
i. 
Blaus made a motion, seconded by Rodriguez, to approve the Meeting 
Minutes. 
1. Voting Yea: Williams, Rodriguez, Blaus, Burris, Carlson, Kesler, 
and McClure 
2. Voting Nay: None. 
 
3. Public Participation/Presentations

5. Review and Discuss the Commission Priority List 
a. Current List 
i. 
Sustainability Plan – Subcommittee Update 
Discussion: Kesler requested additional direction from the Commission 
regarding the Subcommittee’s focus and priorities.  Burris suggested 
noise pollution from train horns.  Williams noted that the 
Subcommittee’s focus shifted following direction from the Mayor to 
identify the topics having the greatest impact on residents. The survey 
results will help guide this process. 
b. New Additions or Upcoming Events 
i. 
Fall Adopt-A-Highway Clean Up Event (Hawthorne Lane) – TBD 
1. Meet Up Location: 1400 W. Hawthorne Lane 
Discussion: Shah will add the Pumpkin Composting Event and Holidays 
Lights Recycling.  Commissioners proposed scheduling the cleanup for 
the September 17, 2026, Environmental Commission meeting beginning 
at 5:00 P.M.

a. Carlson made a motion, seconded by Blaus, to move the 
September 17, 2026, meeting to 5:00 P.M.

6. Other Business 
a. Recycling Extravaganza Recap 
Discussion: Commissioners agreed it was a successful event.  Shah noted that 
battery recycling might be something to consider for a future event, as several 
attendees inquired about battery recycling.  Blaus suggested adding a food drive 
component to the event and exploring options for recycling or donating animal 
cages to a local shelter. 
b. Community Survey 
Discussion: Shah asked for a volunteer to review and report back to the 
Commission about the Community Survey results; Kesler volunteered. 
c. Healthy West Chicago Walkability Planning Task Force meeting Monday, June 
29th at 9:30 A.M. 
Discussion: Shah noted that Healthy West Chicago is looking for a resident 
volunteer to participate in their Walkability Planning Task Force.  Anyone 
interested can contact him. 
d. Wastewater Treatment Plant Tour in Fall 
Discussion: Commissioners agreed to a tour of the Wastewater Treatment Plant 
at the July 16th Environmental Commission meeting.  Blaus also suggested 
additional educational trips to local environmental facilities, including the Urban 
Stream Research Center, DuPage Water Commission, Blackwell, and Household 
Hazardous Waste Facility.  Commissioners proposed several dates, one of which 
Blaus will coordinate with Kay McKeen of SCARCE and provide an update at a 
future meeting.

Blaus made a motion, seconded by Rodriguez, to move the July 16, 
2026, meeting to the Wastewater Treatment Plant at 3:00 P.M. 
1. Voting Yea: Williams, Rodriguez, Blaus, Burris, Carlson, Kesler, 
and McClure 
2. Voting Nay: None. 
e. July & August 2026 Meetings 
Discussion: Potential changes to the August meeting date will be confirmed after 
the educational tour(s) are confirmed. 
f. 
Carlson Report on Community Park Update 
Discussion: Carlson noted that surface work at the site is done, but some work 
on the groundwater is still being addressed.  The portion of the property where 
park construction is occurring has been remediated to meet residential 
standards.   
g. Recognition of Commissioner Burris 
Discussion: Carlson awarded Burris the National Geographic Bee plush for her 
contribution and continued efforts to bring native plants to the City, including the 
newly planted garden beds at the Police Department. 
h. Soccer Field Update by Rodriguez 
Discussion: Rodriguez shared that the Mayor secured $300,000.00 from two 
soccer partners toward a potential soccer field project and committed an 
additional $50,000.00 toward the project. He noted that the project remains 
approximately $100,000.00 short of funding and that resident donations may help 
bridge the gap.

a. At 7:28 P.M., Rodriguez made a motion to adjourn, and Blaus seconded the 
motion.  The motion was unanimously approved by voice vote.
