Mayor Daniel Bovey called the meeting to order at 7:00 p.m. on July 20, 2026. 2. Pledge of Allegiance. Mayor Daniel Bovey led all in the Pledge of Allegiance. 3. Roll Call and Establishment of a Quorum. Roll call found Dan Beebe, Julieta Alcántar-García, Rebecca Stout, Denise Carreto- Muñoz, Tracey Hernandez, Christopher Swiatek, John Smith, Jr., Joseph C. Morano, Sergio Santiago, Carlos Aviña Soto and Matthew Myers were present. Aldermen Sandy Dimas, Jayme Sheahan, and Melissa Birch Ferguson were absent. Also in attendance City Administrator Viviana Ramirez, Assistant City Administrator Tia Messino, Business & Community Relations Director Kelley Chrisse, Interim Finance Director Jacob Henderson, Community Development Director John Sterrett, Chief of Police Colin Fleury, Deputy Chief of Police Adam Reavley, Commander Rich Langelan, Assistant Director of Public Works Dave Shah and Attorney Keri-Lyn Krafthefer. 4. Public Participation. A. Presentation – AAIM Award to Officer Blake Bertany 5. Discussion and Possible Action to Approve the City Council Meeting Minutes of July 6, 2026. Alderman Alcántar-García made a motion to approve the City Council Meeting Minutes of July 6, 2026, seconded by Alderman Smith. The date of the minutes needs to be corrected on the agenda. Voting Aye by Roll Call: Beebe, Alcántar-García, Stout, Carreto-Muñoz, Hernandez, Swiatek, Smith, Morano, Santiago, Aviña Soto, and Myers. Motion carried. 6. Discussion and Possible Action to Approve the Corporate Disbursement Report. Alderman Stout made a motion approving the July 20, 2026, Corporate Disbursement Report in the amount of $3,115,939.24 seconded by Alderman Swiatek. The date of the disbursement report needs to be corrected on the agenda. Ordinance No. 26-O-0015 – An Ordinance Amending Section 9-558 of Chapter 9, Licenses, Permits and Business Regulations of the West Chicago Municipal Code to Specify the Contents of Notices to Companies Possessing a Police Tow License. *Items Not Sent to Committee: N. Ordinance No. 26-O-0011 – An Ordinance Establishing a Temporary Moratorium on Data Center Facilities and Battery Energy Storage Systems in All Zoning Districts. 8. Motion to Establish the Consent Agenda: Alderman Myers requested Items 7.H. and 7.I. be pulled Alderman Hernandez requested Item 7.A. be pulled. Alderman Stout made a motion to establish the consent agenda to include Items 7.B. through 7.G. and 7.J. through 7.N., seconded by Alderman Aviña Soto. Alderman Myers made a motion to approve Item 7.H., seconded by Alderman Morano. Alderman Myers made a motion to approve Item 7.I, seconded by Alderman Morano. Alderman Hernandez wanted to clarify the location for Item 7.A. Alderman Stout made a motion to approve Item 7.A., seconded by Alderman Swiatek. Reports by Committees: Alderman Morano stated all projects are moving along and on budget. Alderman Stout mentioned there will be a Finance and Development Committee meeting next month. Alderman Smith mentioned there was discussion on electronic and mini bicycles that will be coming soon. 12. Unfinished Business: None 13. New Business: None 14. City Administrator’s Report: Administrator Ramirez gave the floor to Attorney Krafthefer to speak regarding the ordinances that eliminated the City Clerk position which were done improperly. Attorney Krafthefer wanted to know if City Council wants to repeal those ordinances and have Ancel Glink compose ordinances that will bring back the Clerk’s position and reassign duties or go to referendum to abolish the position permanently. It was decided that Ancel Glink will compose the ordinances. 15. Correspondence and Announcements Upcoming Meetings August 3, 2026 Finance Committee August 6, 2026 Infrastructure Committee Mayor Bovey mentioned the Senior Resource Night tomorrow, July 21st. The Mosaic Market has game night on Thursday, July 23rd. The ribbon cutting for WeGo Full Steam Ahead Public Art Project will be on Saturday, July 25th. Taco & Art Fest will also take place on Saturday, July 25th. The annual National Night Out event will be held on Tuesday, August 4th at Reed-Keppler Park. Mayor Bovey received a letter from the city’s sister city but will read it at the next meeting. Next Monday, July 27th is the Downtown Revitalization Commission. 16. Mayor’s Comments. Mayor Bovey mentioned the audit was better than expected. He also spoke about three soccer leagues that came together for the fundraiser for the futsal courts. The total amount raised was $7,000. Mayor Bovey has heard positive feedback from the Mosaic Market, many vendors saying there are loyal customers and a sense of community. 17.
