ITEM SUMMARY:
The City of West Chicago has a long-standing contract with Andy Frain Se1vices, Inc., which provides eight Crossing Guard
se1vices at each School District 33 and Disflict 303 Norton Creek School in West Chicago. The City has Intergovernmental
Agreements with both school distlicts that require them to pay 50% of the total cost of their respective p011ions of the crossing
guard se1vices.

Due to rising inflation, the cost of the supervisor position has increased from $24.19 per hom to $25.73, with a four-hour
minimum, to monitor and schedule the operation to $25.73 per hour. Andy Frain Se1vices also increased the hourly cost of
each crossing guard from $22.76 per hour to $23.71 per hour with a two-hour daily 1ninimum. With 172 school days to cover,
the total cost of the agreement for seven District 33 crossing guards, one Distiict 303 crossing guard, and one supe1visor is
$82,952, an increase above the cunent cost of $79,278. The projected cost to the City is $41,476.

Staff is requesting to enter into a Se1vices Agreement with Andy Frain Se1vices, Inc. for the school Crossing Guard Services
for an amount not to exceed $82,952.
