PUBLIC AFFAIRS COMMITTEE

Monday, July 20, 2026, 6:15 P.M.

Call to Order, Roll Call, and Establishment of a Quorum.

Chairman Smith called the meeting to order at 6:15pm.  Roll Call found Alderman Alcántar-
Garcia, Aviña-Soto, Carreto-Muñoz, Morano and Santiago.

Alderman Birch-Ferguson was not present.

Approval of Minutes.

A.
Public Affairs Committee Minutes of June 15, 2026. Alderman Alcántar-Garcia,made a
motion, seconded by Alderman Morano to approve the minutes of the Public Affairs Committee.
Voting Aye: Chairman Smith, Alderman Alcántar-Garcia, Aviña-Soto, Carreto-Muñoz,  Morano
and Santiago. Voting Nay: 0. Abstain: 0. Motion carried.

A.
Ordinance No. 26-O-0014 – Ordinance Amending Chapter 17, ARTICLE XVII.
Schedules Of Designated Streets, Division 4. Yield Intersections; Sections 17-182. Prohibition of
Excessive Engine Braking Noise - Alderman Morano made a motion, seconded by Alderman
Santiago to direct this item to City Council for approval. Voting Aye: Chairman Smith, Alderman
Alcántar-Garcia, Aviña-Soto, Carreto-Muñoz, Morano and Santiago. Voting Nay: 0. Abstain: 0.
Motion carried.

B.
Ordinance No. 26-O-0015 - An Ordinance Amending Section 9-558 of Chapter 9
(Licenses, Permits and Business Regulations) of the West Chicago Municipal Code to Specify the
Contents of Notices to Companies Possessing a Police Tow License - Alderman Alcántar-Garcia
made a motion, seconded by Alderman Santiago to direct this item to City Council for approval.
Voting Aye: Chairman Smith, Alderman Alcántar-Garcia, Aviña-Soto, Carreto-Muñoz, Morano
and Santiago. Voting Nay: 0. Abstain: 0. Motion carried.

5.
Items for Discussion and Possible Action.

A.
E-bike and minibike – Commander Reavley addressed the committee and informed them
that, effective January 2027, Governor Pritzker’s new law will impose stricter requirements for
certain minibikes and e-bikes, including registration, insurance, and, in some cases, a valid
driver’s license. Officers have been actively enforcing the use of these bikes and have been
successful in addressing violations. Commander Reavley explained that the proposed local
ordinance would incorporate the new state law and establish additional enforcement measures,
including the seizure and impoundment of non-compliant bikes, a fee for their release, and
potential penalties for the parent or legal guardian of a minor who violates the ordinance. The

Police Department maintains a strict policy regarding vehicle pursuits and will not pursue
children operating these bikes. As a result, the Department will take a zero-tolerance approach.

Adjournment.  Alderman Santiago made a motion to adjourn, seconded by Alderman Alcántar-
Garcia. The motion was approved by voice vote, and the meeting adjourned at approximately
