ITEM SUMMARY:
The City of West Chicago has a long-standing contract with Andy Frain Se1vices, Inc., which provides eight Crossing Guard
se1vices at each School District 33 and Distiict 303 Norton Creek School in West Chicago. The City has Intergovernmental
Agreements with both school distiicts that require them to pay 50% of the total cost of their respective po1tions of the crossing
guard se1vices.
Due to 1ising inflation, the cost of the supe1visor position has increased from $24.19 per hom to $25.73, with a fom-hour
minimum, to monitor and schedule the operation to $25.73 per hour. Andy Frain Se1vices also increased the hourly cost of
each crossing guard from $22.76 per hour to $23.71 per hour with a two-hour daily minimum. With 172 school days to cover,
the total cost of the agreement for seven District 33 crossing guards, one Disti·ict 303 crossing guard, and one supe1visor is
$82,952, an increase above the cunent cost of $79,278. The projected cost to the City is $41,476.
Staff is requesting to enter into a Se1vices Agreement with Andy Frain Services, Inc. for the school Crossing Guard Se1vices
for an amount not to exceed $82,952.

A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE CERTAIN
AGREEMENT WITH Andy Frain Services, Inc. for School Crossing Guard Services
in an Amount Not to Exceed $82,952



BE IT RESOLVED by the City Council of the City of West Chicago, in
regular session assembled, that the Mayor is hereby authorized to execute and the
Executive Office Assistant is authorized to attest certain Agreement with Andy Frain
Services, Inc., a copy of which is attached hereto as Exhibit “A.”

AMENDMENT TO SERVICE AGREEMENT
E ffective August 10, 2026 ("Effective Date"), this Amendment ("Amendment") to Service
Agreement amends that certain Service Agreement made by and between Andy Frain Services, Inc.
("Contractor'') and City of West Chicago ("Customer''), as follows:
WHEREAS, Customer and Contractor entered into that Service Agreement effective August
1, 2022 (the "Agreement'') setting forth the terms and conditions under which Contractor provides
Customer certain security services and event personnel for the purpose of performing certain security
services (as defined in die Agreement);
WHEREAS, Customer and Contractor now wish to amend the Agreement by entering into
diis Amendment widi such amended terms to commence as of the E ffective Date; and
WHEREAS, any term not defined in dus Amendment shall have die same meaning ascribed
diereto in the Agreement.
NOW, THEREFORE, in consideration of the mutual agreements and promises contained
herein, Customer and Contractor hereby agree to amend die Agreement as delineated below
commencing as of die E ffective Date:
1.
Term. The Parties agree to exercise a one year renewal option extending the T erm to
July 31, 2027.
2.
Rates. The Parties agree to amend Section 7(a) of the Agreement and Section 5 of the
Schedule 1 as follows:

The Parties agree diat diis Amendment shall be incorporated by reference into and
shall be made part of die Agreement. The Services as contemplated under tlus Amendment shall
remain subject to all odier terms and conditions contained in die Agreement. All odier provisions of
die Agreement not expressly modified herein diis Amendment shall remain in full force and effect, it
being understood that, in die event of a conflict between the terms of diis Amendment and die
Agreement, die terms of tlus Amendment will take precedence. For d1e convenience of the Parties,
diis Amendment may be executed in any number of counterparts, including by facsimile, electronic
signature or portable document format (i.e., .PDF), each of which shall be deemed to be an original
and all of which taken together shall constitute but one and die same instrument. The execution of a
counterpart of the signature page of diis Amendment shall be deemed to be die execution of a
counterpart of diis Amendment.
