ITEM SUMMARY:
On November 3, 2025, the City Council approved the 2026–2028 Economic Development Work Plan.
Implementation continues across the Work Plan with several key milestones achieved during the first half
of the year. Major efforts focused on downtown activation, redevelopment planning, communications,
infrastructure investment, and business development.
This memorandum is intended to facilitate a mid-year discussion regarding lessons learned during the
first half of 2026, identify recommended refinements to implementation priorities, and highlight emerging
strategic initiatives that were not contemplated when the original Work Plan was adopted. These
discussions provide context for the Commission's consideration of the proposed 2027–2029 Economic
Development Work Plan under the next agenda item.
Mid-Year Assessment
Implementation during the first six months of 2026 has reaffirmed the City's overall economic development
strategy while identifying opportunities to improve project sequencing, better coordinate related initiatives,
and respond to emerging priorities. Many of these refinements are reflected in the proposed 2027–2029
Economic Development Work Plan.
Confirmed Strategic Priorities
Implementation has confirmed that the following initiatives should remain the City's highest economic
development priorities:
•
Downtown Modernization & Beautification Project.
•
West Washington Street Redevelopment and redevelopment of City-owned properties.
•
Business Regulations Review to modernize licensing and business regulations.
•
New City Website and expanded digital service delivery.
•
Downtown housing, redevelopment, and business attraction initiatives.
•
Business attraction and marketing efforts, including the InWestChicago website, online business
directory, and available property inventory.
Proposed Work Plan Realignment
Based on implementation experience during the first half of 2026, several refinements are reflected to
improve sequencing and better coordinate related initiatives with the current Work Plan:
•
Coordinate downtown activation, public art, and placemaking initiatives with the Downtown

Modernization & Beautification Project to maximize public investment and minimize disruption
during construction.
•
Sequence implementation of business attraction initiatives by first completing the Business
Regulations Review, business directory, available property inventory, and storefront registry before
expanding additional marketing and business support programs.
•
Align digital initiatives with implementation of the new City website, public engagement platform,
and Enterprise Resource Planning (ERP) system to improve efficiency and avoid duplicative
efforts.
•
Continue emphasizing redevelopment planning through the West Washington Street Concept Plan
while incorporating redevelopment strategies identified through ongoing discussions with
developers and the Downtown Revitalization Commission.
•
Adjust implementation schedules for initiatives that are dependent upon redevelopment activity,
technology implementation, staffing capacity, or completion of related projects.
ACTION PROPOSED
Motion to recommend approval of the proposed 2026-2028 Economic Development Work Plan Mid-Year
Realignment and forward the Commission’s recommendation to the City Council for consideration.
