INFRASTRUCTURE COMMITTEE
August 6, 2026 7:00 P.M.
1.
Call to Order, Roll Call, and Establishment of a Quorum. Chairman Morano called
the meeting to order at 7:00 P.M. Roll call found Aldermen Dan Beebe, Sandra Dimas, Tracey
Hernandez, Joe Morano, Jayme Sheahan, and John C. Smith, Jr. present. Alderman Carlos
Avina Soto was absent.
Staff present included Director of Public Works Mehul Patel, and Administrative Assistant
Ashley Heidorn.

Approval of Minutes
A.
Infrastructure Committee Minutes of July 2, 2026. Alderman Smith made a
motion, seconded by Alderman Beebe, to approve the Meeting Minutes of July 2, 2026.
Motion was unanimously approved by voice vote. Voting Yea: Aldermen Beebe, Dimas,
Hernandez, Morano, Sheahan, and Smith. Voting Nay: 0.

Public Participation / Presentations. None.
4.
Items for Consent. Alderman Dimas made a motion, seconded by Alderman Beebe, to
approve:
A.
Ordinance No. 26-0-0017 - Authorizing the Disposal of Surplus Equipment,
Stock Inventory, and/or Personal Property Owned by the City of West Chicago
B.
Resolution No. 26-R-0063 - Contract Award - John Neri Construction Company,
Inc. - York Avenue Area Watermain and Streets Rehabilitation Project in an
Amount Not to Exceed $3,597,342.90
C.
Resolution No. 26-R-0064 - Contract Award - The Fields on Caton Farm, Inc. -
2026 Fall Parkway Tree Planting Program in an Amount Not to Exceed
$122,833.00
Roll call found the vote unanimous for approval. Voting Yea: Aldermen Beebe, Dimas,
Hernandez, Morano, Sheahan, and Smith. Voting Nay: 0.

Reports from Staff. Mr. Patel provided updates on several ongoing projects, including
unanticipated utility conflicts on Downs Drive. After the roadway expansion began, it was
discovered that underground Comcast cables would need to be relocated, so the project is
currently waiting for that work to be completed before proceeding. Morano inquired how a utility
conflict like this occurs, and Mr. Patel explained that the best available information is used
during the design stage, but there is still room for discrepancies in the field. Mr. Patel noted that
a petroleum pipeline on Town Road also needs to be relocated; however, the portion north of
Forest Avenue has been completed. Fenton Lane and Western Drive are progressing normally,
and demolition of 119 W. Washington Street will begin shortly. Scaffolding has been installed at
the City Museum, so work there will begin soon as well.
9.
Adjournment. At 7:06 P.M., Alderman Dimas made a motion to adjourn, seconded by
Alderman Sheahan. Motion was unanimously approved by voice vote.
