With water production up 3.5% compared to last year, Carbon Dioxide is trending toward approximately 220 tons of Carbon Dioxide annually. Carbon Dioxide is used in the treatment process to stabilize water chemistry after the softening process is completed by lowering the pH of the water to an acceptable level. On August 18, 2025, the City Council authorized Resolution No. 25-R-0056, awarding a contract to MacCarb, Inc. for the procurement of Carbon Dioxide at a unit price of $0.135 per pound, delivered. The current contract allows for two additional one-year extensions through mutual agreement between MacCarb, Inc. and the City, provided the City is satisfied with the services provided and the extension is approved by the City Council. MacCarp, Inc. has agreed to extend the contract for Fiscal Year 2027 while maintaining the current unit price of $0.135 per pound. Staff compared the proposed pricing with recently bid contracts from other municipalities and determined that the offered price is slightly lower than recently publicly bid contracts. Water usage is up approximately 3.5% over last year, staff estimates that approximately 240 tons of Carbon Dioxide will be used in FY2027. This represents an estimated 9.1 % increase over the approximately 220 tons used in FY2026, while remaining well below the historical average of approximately 400 tons per year. The reduction from historical usage is attributable to operational efficiency improvements at the Water Treatment Plant and lower overall water production over the past three years. Staff recommends that a contract extension be approved with MacCarb, Inc. of Gilberts, Illinois, for the procurement of Carbon Dioxide at a unit price of $0.135 per pound, for an amount not to exceed $64,800.00 for Fiscal Year 2027. In FY 2027, adequate funds will be budgeted in the Water Fund, Water Treatment Plant Operations - Chemicals (06-34-48-4626) to cover this expenditure. Over the course of the year, this has resulted in an additional cost of $3,957.30. I've attached the original bid documents, along with the letter from Airgas confirming that the contract price would be maintained through 2026. The original contract extension would continue at $0.135 per pound. Would MacCarb be able to maintain that price for the extension, or, if a price increase is being requested, could you please provide documentation supporting the allowable 2% adjustment in accordance with the contract requirements?
