Approximately 312 tons of Liquid Sodium Hypochlorite are used annually and is the primary disinfectant used in the treatment process. It reacts with naturally occurring metals in the City's shallow wells. It also removes naturally occurring ammonia in the raw water at all City wells. On August 18, 2025, the City Council authorized Resolution No. 25-R-0055, a contract award to Alexander Chemical Corporation for procurement of Liquid Sodium Hypochlorite, at a unit price of $0.159/pound delivered. The current contract allows for two additional one-year extensions upon mutual agreement between Alexander Chemical Corporation and the City, provided the City is satisfied with the services provided and the extension is approved by the City Council. Alexander Chemical Corporation has agreed to extend the contract for Fiscal Year 2027 and exercise the 2% price increase provision included in the contract. Documentation provided by Alexander Chemical Corporation supports the increase and identifies plant closures and international shipping issues as the primary factors contributing to the adjustment. The resulting unit price for Fiscal Year 2027 will be $0.162/pound delivered. Water usage is approximately 3.5% higher than at this time last year. Based on current usage trends, staff recommend increasing the estimated annual quantity from 312 tons to 360 tons. Staff recommend that a contract be awarded to Alexander Chemical Corporation of Kingsbury, Indiana, for Liquid Sodium Hypochlorite at the unit price of $0.162/pound, for an amount not to exceed $116,769.00 for Fiscal Year 2027. In Fiscal year 2027, adequate funds will be budgeted in the Water Fund, Water Treatment Plant Operations - Chemicals (06-34-48-4626) to cover this expenditure.
