Approximately 1,350 tons of Hydrated Lime are used annually. Hydrated Lime is a key component of the City's water softening process. It reacts with bicarbonate salts, including calcium, magnesium, and radium, and converts them to insoluble carbonate salts, thereby removing these constituents from the treated water. On August 18, 2025, the City Council authorized Resolution No. 25-R-0058, awarding a contract to Graymont Western Lime, Inc. for the procurement of Hydrated Lime at a unit price of $302.00 per ton delivered. The current contract allows for two additional one-year extensions upon mutual agreement between Graymont Western Lime, Inc., and the City, provided the City is satisfied with the services and the extension is approved by the City Council. Graymont Western Lime, Inc. has agreed to extend the contract for Fiscal Year 2027 and exercise the 2% price increase provision included in the contract. Documentation provided by Graymont Western Lime, Inc. supports the increase and identifies higher transportation costs as the primary factor contributing to the adjustment. The resulting unit price for Fiscal Year 2027 will be $308.04 per ton. Water usage is approximately 3.5% higher than at this time last year. Based on current usage trends, staff recommends increasing the estimated annual quantity from 1,350 tons to 1,450 tons. Staff recommends that the City Council approve a one-year contract extension with Graymont Western Lime, Inc., of West Bend, Wisconsin, for the purchase of Hydrated Lime at a unit price of $308.04 per ton, for an amount not to exceed $446,658.00 for Fiscal Year 2027. In Fiscal Year 2027, adequate funds will be budgeted in the Water Fund, Water Treatment Plant Operations - Chemicals (06-34-48-4626) to cover this expenditure. The extension period will be January 1, 2027, through December 31, 2027. The current contract rate is $302.00 per ton for Hydrated Lime, with an estimated annual quantity of 1,450 tons. Per the contract requirements, any request for a price adjustment associated with this extension period must be submitted in writing at least ninety (90) days prior to the start of the extension term. Such requests must include documentation supporting the actual change in the cost of the contract components and shall be limited in accordance with the contract provisions regarding Consumer Price Index for All Urban Consumers (CPI-U), Chicago, or 2%, whichever is less. Please confirm your agreement to continue providing Hydrated Lime, as specified in the original contract documents, during the extension period and advise if you intend to submit a request for a price revision pursuant to the contract terms.
