When the lime bonds with targeted minerals (i.e., radium, calcium, magnesium, etc.) sludge is generated. The sludge is transferred to three exterior holding lagoons until contractually removed. Historically, the removal took place on a bi-annual basis and the waste was taken to a landfill. The last such project was completed in late 2023. To provide cost savings, City staff began exploring the idea of land application of the lime sludge. On August 18, 2025, the City Council approved Resolution No. 25-R-0057, authorizing first such contract to land apply the waste lime sludge. For consistent budgeting purposes, staff intend to remove lime sludge from one of the three lagoons annually. It should be noted lime sludge land application process is extremely weather dependent, and it also comes with short seasonal window in which the lime can be applied. These seasonal variables impact the operations and lagoons may not be emptied on an annual basis as intended. Based on the lab results, the City's lime sludge meets the criteria for land application. Plans and bid specifications were prepared for 2026 Water Treatment Plant Waste Lime Sludge Removal Project (Project) for the east lagoon. A Notice to Bidders was advertised in the Daily Herald as well as on an online bidding platform QuestCDN on August 4, 2026, and sealed bids were opened on August 25, 2026. There were two bids received. The results are below. Bidder Bid Amount- Overall Rank SynaQro Central, LLC $528,000.00 1 Stewart SpreadinQ, Inc. $551,232.00 2 The lowest responsible bidder was Synagro Central, LLC. of Baltimore, Maryland, for a total base bid price of $528,000.00 ($55.00/wet ton - land applied). In 2025, the price per wet ton was $55.32. The City has budgeted $363,000.00 in the 2026 Budget under account 06-34-48-4210. The 2025 Lime Sludge Removal Project was focused on emptying the west lagoon; however, due to seasonal factors mentioned above, the removal did not occur in 2025 and will be completed in 2026. As a result, operations had to be modified and lime residuals were continuously added to the East Lagoon for a longer period than expected, increasing the total volume of material requiring removal. During budget time, staff had anticipated 6,000 tons of removal in 2026. The Project bid was for 9,600 tons. Due to the additional quantity of lime sludge in the East Lagoon and the available 2026 budget of $363,000.00, staff propose proceeding with the removal of material in 2026 up to the available budget ===== PDF PAGE 94 ===== CITY OF WEST CHICAGO amount. The remaining balance of lime sludge will be carried over for removal in 2027 subject to the terms and conditions of the contract and the availability of appropriated funds. Staff recommend awarding a contract to Synagro Central, LLC, of Baltimore, Maryland, for the 2026 Water Treatment Plant Waste Lime Sludge Removal Project at a unit price of $55.00 per wet ton in an amount not to exceed $528,000.00. However, expenditures for 2026 will not exceed the budgeted amount of $363,000.00.
