ITEM SUMMARY:
Resolution No. 26-R-0077 authorizes designated City officials and employees to serve as signers
for City of West Chicago accounts held with all the City’s financial institutions.
This authorization is necessary to ensure continuity of financial operations due to recent staffing
changes and to update the City’s authorized signers.
This resolution will:

Officially authorize Katrina Hanna, Finance Director/Treasurer, Jacob Henderson, Assistant
Finance Director; Viviana Ramirez, City Administrator; and Tia Messino, Deputy City
Administrator, as signers for City of West Chicago accounts.

Authorize the designated signers to execute signature cards, account records, forms,
certifications, and other documents required by financial institutions for authorized City business.

Update financial institution records to reflect the City’s current authorized signers.

Identify the City's currently approved depositories and provide for the use of additional FDIC-
insured financial institutions approved by the City Treasurer in accordance with the City's
investment policy.
ACTIONS PROPOSED:
Approve Resolution No. 26-R-0077 authorizing designated signers for City of West Chicago
accounts and approved depositories.

RESOLUTION NO. 26-R-0077
A RESOLUTION AUTHORIZING SIGNERS FOR CITY OF WEST CHICAGO ACCOUNTS
AND APPROVED DEPOSITORIES
WHEREAS, the City of West Chicago has designated certain financial institutions as
depositories for the operation and administration of City business; and,
WHEREAS, due to staffing changes, it is necessary and appropriate to update the
individuals authorized to sign on behalf of the City for City accounts and approved depositories;
and,
WHEREAS, the City Council of the City of West Chicago desires to authorize designated
City officials and employees to act as signers on behalf of the City for authorized City business
related to City accounts and depositories; and,
WHEREAS, the City Council finds that authorizing the individuals listed herein as
signers for City accounts and depositories will ensure continuity of operations and the effective
administration of City business.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of West
Chicago, DuPage County, Illinois, as follows:
SECTION 1: That the following individuals are hereby authorized as signers for City of
West Chicago accounts and depositories:
1. Katrina Hanna, Finance Director/Treasurer
2. Jacob Henderson, Assistant Finance Director;
3. Viviana Ramirez, City Administrator; and
4. Tia Messino, Deputy City Administrator.
SECTION 2: Approved Depositories – The following financial institutions are hereby
designated as approved depositories for the City of West Chicago:
Fifth Third Bank
Illinois Funds
Illinois Metropolitan Investment Fund (IMET)
Lakeside Bank
Any other FDIC – insured financial institution approved by the City Treasurer in
compliance with the City’s investment policy
SECTION 3: That the authorized signers identified in Section 1 shall have authority to
execute documents, forms, certifications, signature cards, account records, and other instruments
required to conduct authorized City business related to City accounts held with said financial

institutions, subject to applicable law, City policies, purchasing authority, budgetary authority,
and any other approvals required by the City Council.
SECTION 4: That the authorized signers identified in Section 1 are authorized to
complete and submit any forms or documentation necessary to update City account records and
signer information with City financial institutions.
SECTION 5: That any prior resolutions or authorizations in conflict with the provisions
of this Resolution are, to the extent of such conflict, expressly repealed.
SECTION 6: That this Resolution shall be in full force and effect from and after its
adoption and approval as provided by law.

ADOPTED AND APPROVED this 8th day of September, 2026.
