He also noted the 3.5% increase in water usage, some of which Shah attributed to ongoing construction projects, including the replacement of over 4,000 feet of 12-inch watermain, which requires flushing. Shah noted that approximately 2% of the increase is due to increased gallon usage, and research is being conducted to determine whether the increase is from commercial or residential users. He explained that the increase in chemicals needed for 2027 reflects this increase in usage. Roll call found the vote unanimous for approval. Ramos, Water Treatment Plant Superintendent SIGNATURE _________ _ APPROVED BY CITY ADMINISTRATOR: Viviana Ramirez SIGNATURE _________ _ As part of the City's water treatment process, hydrated lime is used to treat and soften raw water. When the lime bonds with targeted minerals, including radium, calcium, and magnesium, sludge is generated as a byproduct of the treatment process. The sludge is transferred to three exterior holding lagoons, where it remains until it is removed by a contractor. Historically, sludge removal has occurred approximately every two years, with the material transported to a landfill for disposal. The most recent sludge removal project was completed in late 2023. On September 21, 2026, the City Council approved Resolution No. 26-R-0072, awarding a contract to Synagro Central, LLC (Synagro) for the 2026 Water Treatment Plant Waste Lime Sludge Removal Project in an amount not to exceed $528,000.00. On September 15, 2026, prior to the City Council's approval of the contract, Synagro, through its legal counsel, requested amendments to the contract terms to include additional provisions related to force majeure, changes in law, and the waiver of liquidated damages in the event of a force majeure occurrence. The proposed language was reviewed by the City's legal counsel, who determined that the amendments would not affect the contract scope or cost. Therefore, the additional language may be incorporated into the contract through a change order. All other terms and conditions of the contract remain unchanged. ACTIONS PROPOSED: Approve Resolution No. 26-R-0085 authorizing the Mayor to execute Change Order No. 1 with Synagro Central, LLC. of Baltimore, Maryland, for the 2026 Water Treatment Plant Waste Lime Sludge Removal Project, with no increase to the previously approved contract amount of $528,000. Patel, P.E., CFM, Director of Public Works APPROVED BY CITY ADMINISTRATOR: Viviana Ramirez ITEM SUMMARY: AGENDA ITEM NUMBER: ±:rfr: .. COMMITTEE AGENDA DATE: October 1, 2026 COUNCIL AGENDA DATE: SIGNATURE _ ________ _ SIGNATURE _ ________ _ The FY 2027-2031 Capital Improvement Program (CIP) establishes the framework for the City's physical development and infrastructure investment over the next five years. Guided by the City Council, the CIP directs the development of the annual capital budget, sets priorities for the upcoming fiscal year, and outlines the long-term vision for capital planning and project execution through 2031 . The CIP is developed, reviewed annually, and revised as necessary to sustain the City's substantial investment in street rehabilitation, including resurfacing and reconstruction; improvements to municipal buildings and grounds; annual citywide maintenance programs, including pavement rejuvenation, pavement-marking maintenance, sidewalk cutting, concrete maintenance, forestry services consisting of removals and trimming, rights-of-way mowing, and tree replacement; and improvements to water and sewer infrastructure. In FY 2026, the City either initiated or completed $29.33 million in capital improvements across multiple funds, including major roadway and utility rehabilitation projects such as the Industrial Streets Improvement Project - Phase A (Western Dr & Downs Dr}, Industrial Streets Improvement Project - Phase A (Fenton Lane), Town Road Reconstruction and Resurfacing Project, IL-38 & Technology Blvd Traffic Signal Installation Project, York Avenue Area Watermain and Streets Rehabilitation Project, and 2026 Roadway Rehabilitation Project. In addition, annual maintenance programs in FY 2026 included sidewalk cutting, pavement rejuvenation, pavement marking, and the concrete maintenance program to improve various pavement, retaining walls, sidewalks as well as curb and gutters throughout various locations in the City. Other highlights included various grounds and building improvement projects such as the West Chicago Community Park - Phase O Project, Washington Street Building Demolition Project, Museum Interior Renovations and Improvement Project, Museum Masonry Restoration Project, Water Treatment Plant Rooftop Unit (RTU) Replacement Project, and Police Station RTU & Boiler Replacement Project. The City Hall Rooftop Unit Replacement Project will be presented to the City Council for award in FY 2026; however, the project is scheduled to be completed in FY 2027 due to material lead time and weather. Furthermore, Corrective Action at Leaking Underground Storage Tank Site at 135 W. Grand Lake Blvd was awarded in FY 2026; however, due to a prolonged approval process from the Illinois Environmental Protection Agency, the project is tentatively scheduled for construction in FY 2027. In addition, significant progress was also made in FY 2026 on several major water and sewer projects, including the Booster Station #8 Rehabilitation, Filter Media Replacement Project at the Water Treatment Plant, the A2O Phosphorus Removal Project at the West Chicago Winfield Wastewater Authority, and the annual Sanitary Sewer Rehabilitation Project, which is anticipated to begin in October 2026. Lead Service Line Replacement Program - Year 1 was initiated in FY 2026 and is scheduled to be completed in FY 2027. A detailed summary of FY 2026 projects is included in the attached table. ===== PDF PAGE 53 ===== CITY OF WEST CHICAGO In FY 2026, staff, in coordination with consulting engineers, pursued or managed several grants such as: • Surface Transportation Program (STP) Grant for Smith Road Resurfacing Project • Surface Transportation Program (STP) for Purnell Road Sidewalk Extension Project • Economic Development Program (EDP) Grant for Industrial Drive Reconstruction Project • Rebuild Downtown & Main Street (ROMS) Program Grant for Downtown Modernization and Beautification Project • Community Development Block Grant (CDBG) Program for York Avenue Area Water Main and Streets Rehabilitation Project • Department of Commerce and Economic Opportunity (DCEO) Grant for the IL-38 & Technology Blvd Traffic Signal Installation Project The major projects planned for 2027 are shown on the enclosed Location Map. The Capital Equipment Replacement Fund (CERF) is used for purchases of vehicles and equipment across City Departments. In FY 2027, there are a total of four (4) pieces of equipment/vehicles due for replacement for an anticipated cost of $881,600.00. Adoption of the CIP will establish project priorities for the next five years and guide staff in budget development and implementation. Elected Officials are encouraged to provide additional direction or recommend modifications to the proposed CIP, including the timing and prioritization of projects. Individual projects remain subject to applicable budget appropriations, procurement requirements, agreements, and City Council approval, as required.
