COMMITTEE AGENDA DATE: October 1, 2026 COUNCIL AGENDA DATE: October 19, 2026 STAFF REVIEW: Mehul T. Patel, P.E., CFM, Director of Public Works APPROVED BY CITY ADMINISTRATOR: Viviana Ramirez SIGNATURE__________________________ SIGNATURE__________________________ ITEM SUMMARY: The 2027 Industrial Streets Improvement Project – Phase B (Project) on Industrial Drive between Downs Drive and W. Hawthorne Lane, as denoted in the enclosed location map, has a total length of approximately 0.91 miles or 4,850 feet. The scope of the Project includes full-depth reconstruction and widening of the roadway pavement with jointed PCC pavement, streetlight removal and replacement, new sidewalk construction, installation of ADA-compliant detectable warnings and curb ramps, driveway removal and replacement with curb & gutter, relocation of fire hydrants, miscellaneous structure adjustments, reconstruction, and replacements, utility pipe repairs, parkway grading and restoration, pavement markings, traffic control and protection, and miscellaneous items to complete the project. The Project is tentatively scheduled for a local letting in winter 2027 with construction anticipated to begin in the spring of 2027, pending timely approval of plans and specifications by the Illinois Department of Transportation (IDOT). The estimated FY 2027 budget for the project is $6.3 million, pending City Council approval. On February 11, 2026, the City was awarded Economic Development Program (EDP) grant funds by IDOT for an amount not to exceed $2,990,000.00 for the Project. The EDP provides funding to construct or improve public roads that directly support the establishment or expansion of industrial, manufacturing, or distribution-type facilities in Illinois. The program’s primary objective is to remove transportation barriers that may prevent companies from locating or growing their operations in Illinois, with a focus on permanent job creation and retention. The City partnered with American Standard Circuit, LLC, located at 475 Industrial Drive, on the successful EDP grant application to IDOT. As a condition of the EDP funding, American Standard Circuits has committed to retain 159 permanent full-time positions and create 35 new permanent full-time positions, with employment reporting required for five years. The City's EDP funding is subject to those commitments and applicable IDOT repayment provisions. The Project will be funded using General Obligation bond and EDP grant funds. As part of the implementation process prior to local letting, the City must approve and execute the Joint Funding Agreement for State Participation (BLR 05310S) with IDOT. The project is currently in the design phase. Currently, the local match is estimated to be $3,310,000.00. The exact amount of the City’s local match will be determined upon project closeout. The FY 2027 budget will be proposed to include $6.3 million in the Capital Project Funds Account No. 08-34-53-4807. The City will have to upfront the construction cost and seek reimbursement of the EDP funds in the amount not to exceed $2,990,000.00 from IDOT upon project closeout. Staff recommends approval of the draft Joint Funding Agreement for State Participation (BLR 05310S) for subsequent review and approval by IDOT prior to execution by the City. ===== PDF PAGE 11 ===== CITY OF WEST CHICAGO ACTIONS PROPOSED: Approve Resolution No. 26-R-0088 authorizing the Mayor to execute the Joint Funding Agreement for State Participation (BLR 05310S) for the use of Economic Development Program (EDP) grant funds in the amount not to exceed $2,990,000.00 for the 2027 Industrial Streets Improvement Project – Phase B (Industrial Drive). COMMITTEE DATE: N/A COUNCIL AGENDA DATE: October 19, 2026 STAFF REVIEW: Katrina Hanna, Finance Director SIGNATURE__________________________ ITEM SUMMARY: On August 17, 2026, the City Council authorized Resolution No. 26-R-0066, selecting design engineering option two for the Downtown Modernization and Beautification Project. This option includes the elements presented at the second public meeting on 6/18/2026 excluding the water feature at Galena Street Plaza. The current estimated project cost is approximately $7 million after removing the 25% contingency, compared with an initial estimate of approximately $5 million in 2024. During subsequent funding discussions, staff identified the Downtown Revitalization Fund as having sufficient funds to cover the $2 million difference. Public Works and City Administration staff communicated this funding source as part of the ongoing discussions regarding the Project. Staff is seeking City Council direction to include a $2 million transfer from the Downtown Revitalization Fund to the Capital Projects Fund in the proposed FY2027 budget. The transfer would be formally authorized through City Council approval of the FY2027 budget. ACTIONS PROPOSED: Authorize staff to proceed in budgeting a transfer of $2,000,000 from the Downtown Revitalization Fund to the Capital Projects Fund in the FY2027 budget. COMMITTEE RECOMMENDATION: This item did not go to committee because of prior direction given to staff.
