ITEM SUMMARY:
On August 17, 2026, the City Council authorized Resolution No. 26-R-0066, selecting design engineering option
two for the Downtown Modernization and Beautification Project. This option includes the elements presented at the
second public meeting on 6/18/2026 excluding the water feature at Galena Street Plaza.
The current estimated project cost is approximately $7 million after removing the 25% contingency, compared with
an initial estimate of approximately $5 million in 2024.  During subsequent funding discussions, staff identified the
Downtown Revitalization Fund as having sufficient funds to cover the $2 million difference. Public Works and City
Administration staff communicated this funding source as part of the ongoing discussions regarding the Project.
Staff is seeking City Council direction to include a $2 million transfer from the Downtown Revitalization Fund to the
Capital Projects Fund in the proposed FY2027 budget. The transfer would be formally authorized through City
Council approval of the FY2027 budget.
ACTIONS PROPOSED:
Authorize staff to proceed in budgeting a transfer of $2,000,000 from the Downtown Revitalization Fund to the
Capital Projects Fund in the FY2027 budget.

This item did not go to committee because of prior direction given to staff.
