FINANCE COMMITTEE MINUTES
Regular Meeting
October 5, 2026


1. Call to Order, Roll Call and Establishment of a Quorum
Alderman Dimas called the meeting to order at 6:00 p.m. on October 5, 2026. Roll call
found Aldermen Daniel M. Beebe, Sandy Dimas, Tracey Hernandez, Matthew Myers,
Jayme Sheahan, Rebecca Stout and Christopher Swiatek. Absent: None.

A quorum was established.

Staff in attendance: Deputy City Administrator Tia Messino, Police Chief Colin Fleury
and Finance Director Katrina Hanna.

2. Approval of Minutes

A. Finance Committee Meeting Minutes of September 8, 2026.


Alderman Swiatek made a motion, seconded by Alderman Stout, to approve the
Finance Committee Meeting minutes of September 8, 2026. Voting Aye: Alderman
Beebe, Dimas, Hernandez, Myers, Sheahan, Stout and Swiatek. Voting Nay: 0.
Absent: None. Motion carried.

3. Public Participation / Presentations. None

4. Items for Consent.
A. Collective Bargaining Between the City of West Chicago and the Fraternal Order
of Police

B. Ordinance No. 26-O-0023 – Increase to the City’s Retail Package Liquor Tax

Alderman Swiatek made a motion, seconded by Alderman Stout, to approve the
Consent Agenda. Voting Aye: Alderman Beebe, Dimas, Hernandez, Myers,
Sheahan, Stout and Swiatek. Voting Nay: 0. Absent: None. Motion carried.

8.  Reports from Staff.
Deputy City Administrator, Tia Messino, informed the committee that work continues
on the budget.

adjourn the meeting. All Aldermen voted Aye by voice vote. Motion carried.
