Verify before relying
Many monument-condition notes date to July 2001. Datum realizations, coordinates, elevations and field conditions may have changed. Surveyors must verify current control with City Engineering/GIS, field evidence and the National Geodetic Survey.

Horizontal Adjustment Instrumentation Leica SR399 dual frequency GPS receivers were used to provide horizontal control for most of the horizontal points. In cases where there were obstructions making GPS observations impossible, a Leica 905L electronic total station was used to tie in the obstructed point to GPS points set in close proximity. Overall Network Control The overall control network contains points of known position and elevations. These points surround the City to provide an appropriate geometry to perform a rapid static survey of the City’s interior points. The data supplied to the City will be in NAD 83 Illinois East Zone (1201) State Plane Coordinates. However, it was known that NGS is performing the adjustment for the Illinois HARN network. The horizontal positions of all West Chicago points have been readjusted relative to nearby High Accuracy Reference Network (HARN) stations provided by NGS. The HARN stations have published positions which represent a new datum called NAD83(1997). Previous data from NGS were on a datum called NAD83(1986). Although the origin of NAD83 State Plane Coordinates has not been changed, the coordinates of NAD83(1986) points will differ from NAD83(1997) points. It was found that the West Chicago points’ State Plane Coordinates were shifted by 0.02 feet South and 1.09 feet East. This shift is the difference in the calculated NAD83(1997) and published NAD83(1986) coordinate for the First Order point SE 7-39-9. The HARN stations that were used were the Order A point ZAU B, and the Order B points Salt 2 and EWT IL83 A. Vertical Network Instrumentation The level network was performed using a two-man crew with a survey chief of party from Patrick Engineering, Inc. (PEI) and an assistant from the City of West Chicago Engineering Department. The equipment utilized consisted of a Leica NA2002 digital level and a bar-coded fiberglass staff. Data was recorded using a Sokkia SDR33 electronic field book and downloaded using Softdesk Survey Complete version 2.0. Back sight and foresight distances were less than 300 feet at all times and efforts were made to balance the back sight distances with the foresight distances. The collimating error of the instrument was determined to eliminate any source of error due to unbalanced back sight and foresight distances.
